Project/programme description:
The Better Working Together (BSW) programme is part of the Open Government programme. BSW was set up with a clear goal in mind: to create an optimal digital working environment for the civil servant.
Description end of project/programme:
A modern digital workplace is being researched within this programme. Most of the data resulting from the use of the current workplace is stored and processed in the public cloud, which is assessed as insufficiently secure due to limited oversight, restricted access and limited legal control by the central government. The implementation of the modern digital workplace is a step-by-step process. First, a thorough investigation is carried out, after which the findings are evaluated in a test environment. Then the roll-out takes place towards the end users.
What role does the professional have within the project/programme:
Helps develop the review and trade-off frameworks, assess alternatives and set up and implement a living lab.
What task will the professional perform and what activities are associated with it?
The professional drafts and communicates about:
- Elaborate and apply review criteria in the areas of autonomy, sovereignty, archiving, security and compliance.
- Translate functional and non-functional requirements into an objective trade-off framework.
- Conduct practical comparison between existing applications and open-source or European alternatives.
- Setting up and supervising a living lab in which alternatives are tested in practice.
- Advise on feasibility, preconditions and next steps towards decision-making.
What concrete results should the professional achieve? Results should be concrete and measurable.
The candidate produces the following results:
1. Review and consideration framework
- Detailed framework with functional and non-functional requirements.
- Based on principles such as security by design, privacy by design, interoperability.
- Including measurable criteria (knock-out & weighting factors).
2. Product comparison & advice
- Objective comparison of existing applications and selected alternatives.
- Scoring matrix in which alternatives were assessed by criteria.
3. Living lab design and layout
- Technical setup for a pilot environment.
- Description of management and security setup (incl. SSO, logging, archiving).
- Test scenarios for user experience, integration and compliance.
4. Evaluation of the living lab
- Report with findings from field tests. -
- Analysis of usability, compliance, autonomy and adoption potential.
- Concrete advice: which alternatives are promising and under which preconditions.
5. Knowledge transfer -
- Documentation and transfer of methodology, testing frameworks and test results to the programme team. -
- Presentation of results towards decision-makers.
Final results at the end of the assignment.
Research report, including an implementation strategy and cost overview.

When the results are delivered and accepted by the client.
Job requirements
- Command of the Dutch language in word and writing.
- Have demonstrable hands-on experience with open-source collaboration tools and/or sovereign cloud solutions.
- Be familiar with frameworks such as BIO, Archives Act, Woo and AVG/DPIA.
- Knowledge of digital autonomy and sovereignty in the context of Dutch government ICT.
- Experience in testing against principles such as security by design, privacy by design and interoperability.
- Able to translate findings in a structured way into a review and consideration framework.
- Technically savvy with products present on a workstation and has integration with products on the backend, such as an IAM environment and Single Sign On.
- Technical knowledge and experience with digital autonomy and sovereignty.
- Wish: Has experience with federated architectures and open standards (NORA, API-first).
- Wish: Familiar with enterprise applications that comply with digital autonomy and sovereignty.
- Wish: Has experience in setting up a living lab/ pilot environment within enterprise environments.
- Wish: Experienced in security audits, pen tests and EDR/DLP implementations within enterprise environments.
