For Stichting ICTU, we are looking for a Senior Advisor on Hiring & Contract Management.

ICTU wants to optimise the contract management and hiring process of external professionals, including the implementation of a notification registration system (such as Topdesk) and improving hiring communication and information provision. 

Description end of project optimisation contract management ICTU:

The assignment ends at:

  • An optimised hiring process that runs smoothly between internal stakeholders and external parties.
  • Fully implemented notification registration system, including evaluation and handover.
  • Improved communication and information provision around hiring processes, secured in the organisation.
  • Transfer of knowledge and documentation to the internal organisation (procurement, contract management and JZ)

What role does the professional have within the project/programme:

Senior consultant on hiring, contract management and software implementation.

What task will the professional perform and what activities are associated with it? 

The professional provides expert expert services, advice and specific associated actions in the areas of hiring and contract management processes, communication and information provision and system implementation.

The activities involved in achieving the mission are:

  • Advising throughout deployment to management, head of procurement, contract owner, contract manager, head of Project Management Support (PMO) and PMO staff and hiring managers; 
  • Writing implementation plans with accompanying advice and content regarding communication and information;
  • Conduct implementation activities and evaluations;
  • Secure all relevant information and accumulated knowledge.

What partial results will the professional need to achieve during the assignment:

Advice on hiring and contract management processes:

  • Analyse and advise on complex issues around hiring external professionals and contract management;
  • Review processes and contracts against internal needs and laws and regulations.

Advising on contract management optimisation: 

  • Implementation of notification registration system;
  • Drafting an implementation plan for notification registration (such as Topdesk);
  • Coordinate and supervise implementation, including user adoption and assurance;
  • Evaluate and document results.

Optimisation of information and communication:

  • Develop user-friendly and accessible communication tools;
  • Writing manuals, content and instructions for internal stakeholders;
  • Advise on governance and role allocation in the hiring process.

  • An optimised hiring process that runs smoothly between internal stakeholders and external parties.
  • Fully implemented notification registration system, including evaluation and handover.

Job requirements

  • Relevant completed education: HBO/WO;
  • Completed contract management training: Conducto, National Academy of Contract Management Advanced or equivalent;
  • Demonstrable substantive knowledge of current national and European laws and regulations in the field of procurement and hiring;
  • Good knowledge working in SharePoint and notification registration systems.
  • Desire: demonstrable hiring contract management experience within the government.
  • Desire: Demonstrable experience as an implementation manager of notification systems.
  • Desire: Demonstrable extensive experience as a strategic consultant.
  • Desire: You are a solid interlocutor with natural persuasiveness, able to communicate well at all levels.
  • (Advisory skills initially evidenced by CV and written motivation; if invited for interview, additional assessment will be based on a case study)
