We are looking for an IT Manager Intelligence & Security for our client who will steer projects and programmes within a dynamic and socially relevant domain. In this key role, you will be responsible for innovation, process optimisation and ensuring quality and technical integrity. You contribute to the organisation's direction at strategic level, while at the same time directing implementations and capacity planning. You act as a connecting link between internal and external stakeholders and lead a team of professionals. A challenging assignment with impact on both the organisation and society.

What will you do?

  • Direct ongoing projects and programmes within the Intelligence & Security domain.
  • Drive innovation, process optimisation and quality improvement.
  • Monitor progress, analyse trends and translate into concrete improvement measures.
  • Develop multi-year plans, implementation strategies and guidelines.
  • Connecting internal and external stakeholders and implementing change.
  • Establish and implement capacity planning, hiring processes and training plans.
  • Ensuring quality and technical integrity of project deliverables in the role of “Sr. Supplier”.
  • Analysing data, preparing management information and reviewing policy plans.
  • Leading a team of professionals and ensuring inspiring and results-oriented management.

Context and objective

  • Support needed due to growth in number of projects and work.
  • Strengthening the Intelligence & Security Department with an additional IT Manager.
  • Deployment possible within both subdomain CEMA and subdomain Intelligence.
  • Focus on quality, efficiency and innovation of business processes.
  • Steering for achievement of strategic business objectives.
  • Ensuring technical integrity and reliable project deliverables.
  • Ensure smooth cooperation between stakeholders.
  • Contribute to strategic direction and future-proofing of the organisation.

Job requirements

  • 5 years of working experience within Project and portfolio management.
  • 3 years' experience in IT Governance.
  • You have at least a completed HBO degree in ICT or business computer science.
  • 3 years of working experience with both Prince2, SAFe and Agile SCRUM.
  • 1 year knowledge of Cyber Electromagnetic Activities (CEMA) or Intelligence and Security (Intelligence).
  • 3 years of related work experience in a similar position

Wishes

  • You have an understanding of tasks, processes and organisation of Defence and the IV/ICT organisation in particular.
  • 3 years' work experience in leading, preparing, implementing and executing projects.
  • Skilled in negotiating with and simultaneously advising project and development team leaders on the deployment of staff capacity.
  • Skilled in coaching, mentoring and developing professionally functioning employee.
  • Knowledge of both English and German at least level B2.

Ministry of Defence

  • Deployments to Defence are usually for longer periods (1 to 4 years maximum). This position requires an A-screening process with an average duration of 10-12 weeks.
  • When offering a candidate, completion of the offer form is mandatory. This also asks you to explain the requirements and wishes + include a reference to the CV.

Specific to suppliers

When you offer a professional with us and they are placed, we need information from you as a contracting party. Among other things, with regard to the Wet Ketenaansprakelijkheid. The ‘WKA’ aims to prevent abuse in the payment of payroll taxes at all links in the chain; from supplier to end customer.

Broker parties cover these risks for their customers. To limit liability, measures need to be taken. So too by Hero. Important here is WAADI registration and use of a blocked account, the G account. This is the account into which only payroll taxes and VAT are deposited, which are then paid to the tax authorities. You can apply for the G account from the Tax and Customs Administration.
