Voor onze opdrachtgever, het Ministerie van Defensie, zijn wij op zoek naar een Business Analist die een sleutelrol speelt binnen het programma Future Borders. In deze opdracht werk je aan de implementatie van Europese verordeningen binnen het grensdomein, waar business, data en IV-ontwikkeling samenkomen. Je bevindt je op het snijvlak van beleid, operatie en technologie en draagt direct bij aan toekomstbestendige grensprocessen. Een inhoudelijk sterke opdracht met maatschappelijke impact in een complexe, bestuurlijke omgeving.

What will you do?

  • Analyseren en vertalen van businessbehoeften naar concrete, bruikbare oplossingen
  • Fungeren als schakel tussen business, ICT en andere ondersteunende disciplines
  • In kaart brengen van informatiebehoeften en deze vertalen naar functionele en technische oplossingen
  • Analyseren, beschrijven en verbeteren van (keten)bedrijfsprocessen
  • Stroomlijnen van functionele en technische specificaties rondom EU-verordeningen
  • Signaleren van nieuwe ontwikkelingen en deze vertalen naar efficiënte oplossingen
  • Bewaken van de samenhang en afstemming tussen lopende projecten
  • Ondersteunen bij de implementatie en inbedding van oplossingen in de operationele bedrijfsvoering

Context and objective

  • Implementatie van meerdere EU-verordeningen binnen het grensdomein
  • Onderdeel van het programma Future Borders binnen de Koninklijke Marechaussee
  • Toenemende complexiteit door combinatie van regelgeving, IV-ontwikkeling en operatie
  • Focus op data-, informatie- en architectuurvraagstukken
  • Werken in (inter)organisationele ketens, inclusief externe partijen
  • Vertalen van “richten” (beleid en regelgeving) naar “inrichten” (processen en systemen)
  • Bijdragen aan toekomstbestendige grensprocessen en informatievoorziening
  • Deze uitvraag is gepubliceerd voor een reeds zittende kandidaat

Job requirements

  • 2 jaar werkervaring met het gekozen eCF profiel of soortelijke functie.

Wishes

  • Kennis van en ervaring met projectmatig werken (inclusief projectbesturing), ontwikkelmethoden en -technieken; bij voorkeur aangevuld met ervaring op coordinerend gebied.
  • Kennis en ervaring met de implementatie van nieuwe IV-systemen en de daarmee samenhangende veranderkundige aanpak binnen een complexe gebruikersorganisatie met een omvang van meer dan 1.000 medewerkers tot op het laagste niveau; inclusief ervaring met kennisoverdracht en -borging.
  • Kennis en ervaring met Wet Bescherming Persoonsgegevens en/of Algemene Verordening Gegevensbescherming (WBP/AVG).
  • Kennis en ervaring van methoden en technieken voor business architectuur.

Ministry of Defence

  • Deployments to Defence are usually for longer periods (1 to 4 years maximum). This position requires a B-screening with an average duration of 6-8 weeks.
  • When offering a candidate, completion of the offer form is mandatory. This also asks you to explain the requirements and wishes + include a reference to the CV.

Specific to suppliers

When you offer a professional with us and they are placed, we need information from you as a contracting party. Among other things, with regard to the Wet Ketenaansprakelijkheid. The ‘WKA’ aims to prevent abuse in the payment of payroll taxes at all links in the chain; from supplier to end customer.

Broker parties cover these risks for their customers. To limit liability, measures need to be taken. So too by Hero. Important here is WAADI registration and use of a blocked account, the G account. This is the account into which only payroll taxes and VAT are deposited, which are then paid to the tax authorities. You can apply for the G account from the Tax and Customs Administration.
